Tuition fees apply to students starting their studies in English-taught Bachelor’s and Master’s degree programs. The fees are academic fees and thus cover the cost of tuition.

The fees are academic fees and thus cover the cost of tuition. Tuition fees do not cover living expenses such as accommodation, meals and transport. All students are required to finance their own living expenses.
The University of Oulu International Scholarship Program provides different scholarships to academically talented international students studying for a Bachelor’s or Master’s degree at the University of Oulu. Tuition fees and scholarships depend on the program in question. Applicants can apply for the scholarships in the online application as part of the admission process.
Eligibility criteria
To be eligible for University of Oulu tuition fees and scholarships, applicants are expected to meet the following requirements:
- Applicants must be international students
- They are non-EU/EEA citizens studying in Finnish study programmes
- They are citizens of EU/EEA countries or Switzerland or family members of such persons
- People who have:
- EU blue card
- Permanent residence permit (type A) in Finland. Please note that from spring 2022 the legislation has changed and new students applying for a student visa will receive a continuous residence permit A based on their place of study (previous residence permit B). This leave, however, will not grant a tuition waiver. The reasons for the leave are stated on the (student) card.
- Permanent residence permit (type P) in Finland
- EU residence permit for third-country nationals with long-term residence (type P-EU) in Finland
- Residence card of an EU family member in Finland
- Brexit permission

Application Procedures
How to apply: There is no separate application system for the University of Oulu International Scholarship. Applications for the University of Oulu International Scholarship are submitted together with the application for the preferred study option on the Studyinfo portal.
